First, torque is force times radius, not divided by radius. So it's oz-in not oz/in. And the answer is force times radius, .4135.

Your maximum torque would be, in this instance, radius times force, assuming you are going in a circle.
Torque after that would be decreasing , unless the force stays perpendicular to the radius.
