Have you tried MORE than one disk? If not try a few and see if the first one you were trying is damaged.
You can fix up damaged disks by putting a little vaseline on them and then wiping them clean. It fills in the cracks.

Try replacing the cd drive inside the ps2, which can be found and purchased on http://www.ebay.com
