You can apply to immigrate to the U.S. legally for very, very little money. The U.S. accepts more legal immigrants every year than any other country in the world - many of them for no cost to process paperwork at all.
Money is a false excuse for allowing or supporting illegal immigration.
Legal immigration = good.
Illegal immigration = bad.

You build a hospital, or anything else, by piling one brick on top of the other, mortaring them together, and then filling the completed building with the people and the resources that'll help people in your community/society in various ways. It's really pretty straightforward. It's also hard work, takes time and money, and a lot of investment of personal dedication etc. If you don't really push for stuff like that, it never happens.

That makes sense. If someone is born in a country with a drought they're stuck there. even if the neighboring country has plenty of water.
