Need apartment $400 or less in NE Portland. Moving in december. Any info?

They have a couple apartments (studio) in your pricerange but there are a LOT listed overall. That might be a place to check out. What the other person said is good too rent.com and all the usual suspects. Try classified ads too.
If you don't find anything in your price range, I've found that www.roommates.com is a great tool. It's a site where people post that they need a roommate to share their apartment, house whatever with and they always have really cheap offers on there.
I just ran a quick search on roommates.com and there are 189 listings needing a roommate and the prices start at only $150 a month.

Those were a super big help for me.
