When I've heard this term, it is usually used when people are going out to have fun. It means "we are going out, we're going to get wild, we're going to act crazy, we're going to get some attention". They want to think they're going to get the attention of the whole town, but they don't actually do that. They may end up in the police plotters if they do something illegal, but that's about it.

exactly what it literally means "we are taking over this time." basically, it means "we are taking control."

it usually means, " i am ready for you to bathe me"
it's a regional thing though.
