The best photo editing software is Adobe Photoshop, but it's not cheap and I don't recommend using a bootleg copy or anything. You can't expect to always get crap for free.

Picasa from Google is awesome. The editing features are a little lacking in comparison to something like Photoshop but they are there and it is free. It even allows you to share your pictures on picasaweb for free up to 250meg. Check it out picasa.google.com.

The best is still Adobe Photoshop, but it's very expensive. If you are on a Macintosh, I could recommend Graphic Converter by Lemke Soft. Cheap, full featured and easy to use. I've used it and can personally recommend it.

I'm assuming you're using Windows. Get Picasa from picasa.google.com. It's free software that'll allow you to organize your photos, edit them (crop, red-eye removal), create a gift CD, etc. Very nice tool. My wife is a picture and scrapbook fiend and loves this tool.

There is a program out there called GIMP, it's completely free, and has functionality similar to Adobe Photoshop.
