"Esto peccator et pecca fortitor" translates as "if you’re going to be a sinner, sin strongly/boldly."

It was famously quoted by Martin Luther.: Actually, what he said was Simul justus et peccator! ("The just man and the sinner are the same!" "Pecca fortiter sed fortius fide et gaude in Christo, qui victor est peccati, mortis et mundi” ("Sin boldly, but believe and rejoice in Christ even more boldly, for he is victorious over sin, death, and the world.”)
