It depends on the base colors of the bleach and the dye. If your highlights look like they're a cool color, or they have ash tones to them, then you want to put a neutral color over them to avoid it changing colors. If you do a warmer color, they'll turn orange again. Your highlights will still be noticeable under the color, but probably not as severe if you're doing a lighter blonde dye in them. Just make sure you do a deep conditioner a couple days after dyeing it. Otherwise your hair will really look fried. Highlights strip the hair more than normal hair dye does so they become more dry. And when you do color over them the dryness is even worse.

Hm, depends. It depends on how red it really was and how blonde it is. I'm sure you still have red pigment in your hair. I wouldnt use box color or anything like that. You might have to bleach it because bleach will remove any kind of color in your hair. After it being bleach you could put a toner on it, depending on how blonde you wanna be. And I will tell you this now... Never put a Ash color on bleached or blonde hair. It will turn it green.

I would only get it professionally done. If you can't afford it, then remember the rule of thumb that it is only healthy to add color to your hair. Therefore, try adding a light brown color or something closer to your natural color. Also when dying your hair a lighter color concentrate on only adding color to your roots or regrowth hair. That hair is healthy "virgin" hair that can stand to have color added. Also if you have any questions about home kits, go to a specialty store such as Sally Hansen and they can explain colors and techniques and guide you in the right direction!

color will not lift or lighten color! i suggest that you go to a professional or bleach your hair. bleach is very tricky though, you could burn your hair off! i know the price could be a little high but in the long run, you wont end up orange and you will get the results you are looking for. plus you will be able to make your hair darker later on if you want because color will darken color... good luck!

I wouldn't do anything to your hair now except visit a reputable hairdresser for their advice. I would imagine that they will say you need to have a good haircut and let the remainder grow out before colouring it again.
