I hope I'm getting the question right...
Have opportunities for people to be educated about the environment... like an ethnic dinner at a community centre with a guest speaker to talk a little before dinner about concerns with the environment...plus raise a little money for a project.
Have school groups clean the sides of the road or creek or other waterways....(teaching safety at the same time)
Encourage all sorts of conservation (wildlife, water etc...) with maybe some sort of contest.
Have local celebrities do some activity that will be publicized to inspire the rest of the community... Photo ops of the mayor putting worms in a vermiculture compost bin. Big business dude planting a tree. Popular merchants starting a garden.... etc.

take same woman and kids and do the job, maybe there is also jobless peeps .NOT MAYBE THERE ARE LOTS OF THEM !!!!!! Create jobs and everyone is happy
