My 15 week old puppy only gets water during meals. When he needs to go he sits by the door but he does this about every 5 minutes for about an hour after he eats.

He should have water available at all times, except an hour before bedtime, if you wish. .He likely needs his stools regulated, by adding a spoon of canned pumpkin to his food.
Water only at mealtime will leave him too dehydrated, and cause constipation, poor digestion , urinary tract infection, and poor metabolism
It can also lead to the deadly condition of bloat or gastric torsion.

he needs water any time he needs it, it should be available all day (except maybe before and during bedtime)

but puppies do potty a lot, so start giving access to water all day and see if it helps over the next day or so (if not see a vet asap) but also remember that now that it has water all day, its going to want to potty all day but maybe it will help with wanting to go every few minutes

No nothing is wrong. Puppies have very small bladders that in proportionate to their body size. She also needs more water than just during meals! Please buy a good book or at very least borrow one from the library and educate yourself about puppies, dogs, etc.

Is it a lot of urine? If it is I would take your pet to the vet. If it is just a tiny bit maybe your puppy is just liking the attention of learning to go potty outside. A call to the vet wouldn't hurt.

Pick up the phone, and call your vet! This is life we're talking about. If it was your relative, would you call a doctor first, or come online to ask people? Common sense!
