Probably because a women's ideal calorie intake is 2000 and you are just going stupid with 200, so your body isn't getting the food it needs so it stores the fat, try dieting sensibly at around 1000-1500 calories a day

you're not losing weight because you're eating too little. You'd have a better chance at losing weight if you ate 1200 calories a day and burned 400. Because you're having so little food, your body's metabolism slows down. The only way to keep it up is to put some food into your body every few hours. It really upsets me how girls (including you) want to lose weight so bad that they'll do anything without even researching it and then they become disappointed when it doesn't work. So here's a tip: eat at LEAST 1100 calories a day. Keep in mind that your body burns calories throughout the day, nto just at the gym. You burn about 10 times your weight throughout the day. All you have to do is consume less than that and you will eventually lose body fat.

Two hundred calories per day is definitely very unhealthy. It forces the metabolism to basically shut down to conserve energy. You would do much better eating a healthy balanced diet and to combine it with exercise.
There are some health professionals who offer a BMR (basic metabolic rate) reading. This is the most accurate way to determine how many calories your body would typically burn if you sat on the couch all day. For most healthy women this number is between 1200-1800 calories per day.
I would recommend getting a BMR reading once you have returned to a healthy diet. If you cannot find a health professional with the proper equipment, the other option is to use a BMR calculator which is found on a number of health websites. It is not super accurate, but is better than nothing.

Yes, you have forced your body to go into "survival mode" where your metabolism (much like a bear) slows down.
The fact that you are burning 400/day is the result of your body breaking down your muscle stores to supply it with nutrients. Muscle made of protien.
Your muscles are the part of your body that is the most energy costly to keep around because they burn the most calories. Hence if you don't feed your muscles, any weight you lose will be muscle and when you go off your "diet" or start eating more, you will have more absorbed as fat as you have less muscle to burn the amounts of food you were previously taking in.
I strongly suggest you read some nutrition books.
NOT diet books but books that supply you with nutrition info.
Eat Drink and be Healthy: the harvard medical school guide to healthy eating is a good place to start.

You can't actually be living on only 200 Cals per day. That's not a diet, that's a famine.
Your body should normally burn at least about 1200 Cals per day if you are just doing nothing at all (Just to sustain life). There MUST be something wrong with your calculations.

If you are eating only 200 calories per day don't worry about not losing weight because you will be dead soon. You need about 1500- 2000 per day to maintain your weight. Also remember, generally speaking, you will lose size first then weight. One last thing to remember, what ever you do today to lose weight usually won't show uo for two days.

You body is very smart. It recognizes that it's in "starvation" mode. It realizes it's starving even though it doesn' t know you are doing it on purpose. What you are really doing is wrecking your metabolism and setting yourself up for a lifetime of weight problems and obesity. That is, if you don't starve yourself to death. Based on the information you give that's very likely to happen. If you keep on doing what you're doing and you don't die here's what's going to happen:
When you ever DO start eating your body will hang on to every morsel of food and bit of fat and store it because it knows you have been starving and it is preparing your body for that starvation in case it ever happens again. This results in rapid weight gain - usually in fat.
God designed our bodies as smooth running machines. Food is required for your motor to run at optimal speed. If you have such self-discipline not to eat you should re-direct that discipline to eating the right foods instead of no food at all. What happens to a car that runs out of gas? It dies. The same thing will happen to your body.
If you haven't already you probably will start seeing other signs of starvation such as grey, dull skin (like a corpse), your hair will fall out, your teeth will get loose and can very possibly fall out, your period will stop and may not ever start again. If you want to ever have children this is a risky thing to do.
Bottom line is what is the real purpose of being so skinny if you have no hair (or very little), dull, dry "dead" looking skin, and no teeth? Does that paint a very pretty picture to you?
Get help. Don't risk your life out of vanity. Use the common sense God gave you. Eat. Live.

Beyond that, sometimes weight has chemical factors too- such as thyroid problems.
I would suggest you consult a physician to plan a HEALTHY diet and exercise regimen to help you get your goal weight and to see if your goal weight is a healthy target.

your system isn't recognizing. you need to eat MORE than you burn at first so that system "kicks on".. then slowly reduce caloric intake.
