For everyday family shots, you would hardly notice the difference between 3 and 4 MP.
More MP just lets you make bigger enlargements, or crop out smaller pieces to print at normal size.
However, also evaluate other things besides MP. The more expensive camera may have more desirable features or take better pictures.
MP is pushed heavily in camera marketing because people understand what that is. But picture quality is dependent on several different factors.
Pick out a couple of cameras you like and then find some professional reviews to learn results of picture quality tests. Try:

Yes they are just a little bit different. 3 MP means 3 megapixles or 3000 (Approx) pixels maximum for pictures. This is the quality that you are going to get through the 4mp (4000 pixels approx.) will be much higher than the other one and will take much bigger and much much clearer pictures than the 3 mp. No big deal if you got a 3mp camera, it just means that you will have just a little bit lesser quality pictures. Settings to change the quality are in the camera.
If you are a begginner photographer, you may just want to save the cash and get the 3 mp camera. But if quality is a big deal, get the 4mp.

If you are printing normal size photos then no. But if you want to enlarge it then the more pixels will help.
Go for a camera with quick focus or autosteady as digital cameras have a tendency to blur this will be worth the extra money.
Also a large screen on the back is handy if you dont have a pc and just plan on printing directly.
Shop round all the shops an on the internet for deals and prices. You'll be surprised at the difference in costs in some shops.

There's not a huge difference between 3 or 4 MP if you are planning on printing the full frame most of the time.
Then again - there's not that much difference in price anymore, is there?
At this MP range, the sensor and lens size are probably more imporant thanthe pixel count.

I wouldn't recommend a 3MP camera (which is probably a very old, outdated model).
4MP, and preferably 6MP... is a much better option (which is a little more 'future-proof' than 3MP).

I didn't even know they made them as low as 3 mp anymore. 4 is a lot better, 5 is much better- 6 is not that much more noticeable than 5. 10 in insane. And I know a professional photographer who was a 24 megapixel.
