One Total Video Converter does all. Buring them to DVD using the same program after converted stage was finished/

You can buy any of a number of packages that help you do just that - Roxio and Nero are two of the best.
If you're computer-savvy, you can also get freeware such as VirtualDub (Google it) and AVISynth.
BTW, the Windows Movie Maker bundled with Windows XP does not let you burn DVDs, only CDs.
