(1) Don't rely on cheap "jump" scenes, which is the most common mark of bad movies that aren't effectively scary
(2) Study movies like "The Matrix" for smart dialogue that doesn't try to tell the audience the whole story (as in the later sequels where people lectured in whole paragraphs at a time). Keep lines short, dialogue is an exchange, not taking turns talking.
(3) The real art is in the direction, editing and scoring. So you can't even get to that until you produce your film. But that is where you don't take shortcuts. The editing can make or break a movie, especially in horror movies where the timing and pacing is everything. If this is done poorly, it can blow the whole effet.
(4) Study both good and bad movies, and take notes of what worked and what failed to achieve the effect and why. The last decently made simple horror flick I saw was "Stay Alive" which only had a few hokey parts; but overall it was paced well and the acting was believable. Not too much preaching about what the clues or mystery was. If you watch the Sci Fi channel you can see a bunch of bad movies, and a few good ones that are produced well on a fairly low budget.

WHAT?!
don't make it like something else, 'cause then it WON'T be better.
make it completly your own story and anything that seems similar to anything else should be cut out or changed. otherwise you are just wasting time, or practicing for when you can write something that is completly your own and based not even in the slightest on someone else's masterpiece.
this is just my advice, i'm not trying to be a dick. think about it, when you write this and the 47th person to read it happens to also be a writter with a block going on and they read it and say wow that's seems good i think i'll just change this here and add a character there and make it happen at a different school, how would you feel?
PLEASE JUST WRITE SOMETHING THAT'S BASED ON YOUR IDEAS, NOT WES CRAVEN'S
ALSO, don't kill all the pretty girls right away, you lose a huge portion of your audience there. leave at least one alive till the climax (then she can die, horribly, ya know make 'em wait for that gruesome scene.)

Make sure the main character is not a dumb female. They always tend to be stupid but of course exceptionally pretty. it would be nice for the class geek to win the day!!
