he is not allowed to do that by him self there is a law and judge.
there is many verses explain that :
Allah says in the Holy Qur'an :
2/[178] O ye who believe! The law of equality is prescribed to you in cases of murder: the free for the free, the slave for the slave, the woman for the woman. But if any remission is made by the brother of the slain, then grant any reasonable demand, and compensate him with handsome gratitude. This is a concession and a Mercy from your Lord. After this, whoever exceeds the limits shall be in grave penalty.

But if anyone remits the retaliation by way of charity, it is an act of atonement for himself. This is what the Qur'an says, similiar to what Allah had revealed in the Injeel (Bible):

yes if you have deliberatly done this than you will have to pay in the same way....untill you ask forgiveness for that and the person forgives you ...then you are saved..otherwise you will have to pay in the same way , i know about murder that if you kill someone, you deserve the death sentense but if the relatives of the victim forgive you then you are saved and another alternative is that you will have to give an amount to the family of that victim ..but it is much appreciated if they forgive the person as forgiveness is highly valued in islam. ...this is our justice.
