We just put up our window insulation kits (shrink wrap plastic) and the cats have already clawed it up (rendering it useless). I don't want to have to put it up over and over, and getting new windows (or getting rid of the cats) is not an option. The window sills are barely wide enough to put their paws on, so how they get 5 or 6 feet in the air, I have no idea.
Need creative ideas, spray bottles of water did not work, and we have small children, so can't use repellent sprays or other chemicals.

Try placing something that will tip over when they jump on it in front of the window. If it falls over enough, they may get the idea.

DO NOT have your cats declawed for this reason only. i am a cat showsman, and a vet trainee. declawing is like cutting your fingers off at the knuckles, which can lead to problems with their bones, and increase the chances of arthritis. you can buy plastic tips for your cat's nails (in many different colors i might add) that do not cut into much of anything. they're so thin the cat does not feel them, nor do they irritate the skin on the cat's claw either. this is a harmless, effective way to terminate this problem. also, stick a scratching post (dusted with a bit of catnip or other herd-look this up, some are lethal to cats) neck to the window. you may also care to try installing a "roller bar". by this, i mean a dowel attached to the wall might also come in handy. when they stand on it, it'll roll and they'll fall off. hmm...as for another solution, add two layers of plastic. if nothing works, contact me and i'll help you some more.

Get an air conditioner. Or put another screen infront of it. Its just natural for them to claw at the screen since you have let them out before There is a spray to keep cats away from things but with the air flow it probably wouldn;t help. Your cats want to defend their home but fighting with the feral cats could result in death. Can you oen the window from the top or do they climb up and and still scratch. The real problem is the feral colony. Do you have a cat group that could help with that?

Try 'Comfort Zone® with Feliway'. You can find it at Petsmart in spray and plug-in form.
I discovered it from another Y! Answers user and used it recently to cure a weeks-long urinating problem. It contains synthetic feline facial pheromones, fooling the cat into believing it has already put its mark on everything in the room. So the cat doesn't feel the need to pee or scratch.
You probably should also get one of those carboard scratch pads and put it under your window.

Also, you could try covering the plastic with something hard. It will block light, but the cats wont be able to tear it down.

put scratch posts around close to the windows. Cats are picky so you may have to "rig" up some temporary variety of scratch posts. for example my granddaughters cat thought it had to scratch my couch. I showed it the scratch each time I caught it using it but this alone didn't work . So I put two different scratch post in front of the areas he chose to claw. I put fresh catnip on the posts & then kept encouraging him to use it. each time I showed him I pretended to scratch it myself then in return I held his paws &dragged them across the post to show him what I wanted him to do. Then I praised him as I ran his paws across it. (be sure not to literally drag the claws aross the post , kittys have their own way of doing this & it may hurt , just the paw)Then whenever they show any interest in using thes posts I began aritual of giving of treats. ( get lots in stock) It worked for me. hope it does for you.

put some coins in a can, like a cookie tin, and shake it hard while they're doing something u don't want them to. it'll startle them and they'll run like hell. better do it while kids aren't in the room or it'll startle them too.
