Depends: Is she a friend or is she someone you see around?
If a friend: It's best to tell her. It might ruin the friendship if you just keep it in, then it comes out the wrong way.
Some random pretty stranger: I suggest you see if she already has a boyfriend or not. If not, then just go for it, ask her out. Most girls like guys who are confident in themselves.

Make yourself noticable..."accidently" bump into her when her friends are around then stare into her eyes seductively...then apologize and continue to look back at her..her friends will notice if she dosen't and girls talk about stuff like that and then everytime you see her from then on make eye contact....she'll know what's up and if she dosen't say anything after a while then walk up to her and ask if you could talk to her for a minute and say something gentleman like (I've been noticing you for a while now and I can't help but admire your beauty)...something simple but sweet!

Don't try too hard. Try by just talking to her and becoming her friend and maybe set up a group type outing such as bowling .make sure it is girls and boys and no pairing off on the outing . so you can show her how much fun you can be and show her you want to be her friend.
Even a trip for something to eat

LISTEN to the things she says.....
And when an opportunity arises to do something for her that SHOWS you were listening, go for it.
Like tickets to her favorite band, or as simple as remembering the drink she likes....
"Stupid nothings" go a long way...... Just make sure you make doing stuff like that a habit, if she gives you a chance.
Don't be nice, and then stop.

first : honestly speaking,if you are not attractive than you must find way for her to notice you.
second: you can perform approach thru her friend
third : you can always go for her first without waiting her to notice you,make the approach sufficient and not overact,use the right amount of cool and need her at the same time.

Do some nice, casual, little things for her that show you were thinking about her. Dont go overboard, just be genuine and nice. You also have to start talking to her, find a few things you have in common and talk about them, be sure to ask open ended questions to get her talking. People like to talk about themselves, use this to your advantage and get her to talk about herself. When you talk about yourself, keep it short. This will keep you slightly mysterious and intriguing, plus she'll have more time to talk about herself :) AND make sure to get her to laugh and smile. Be sure to smile a lot yourself, she wants to be around happy people, its human nature.
