If the police force is being paid to protect the citizens, especially out of tax-payer moneys, they need to do what they are paid to do. Period. If they don't, they need to be fired.
When you become a policeman you have to do dangerous things. Duh. No whining.

Doing the usual work of a police officer is very different than putting oneself in harm's way for a routine patrol.
There are places where it is physically dangerous to be thought of as a police officer. Even in my smaller, safer Midwest town there are places where standard operating procedure is no officer enter the area except in groups of at least three, wearing vests.
The flip side of this is that if this level of animosity exists, why increase it by just driving or walking through it without a good cause?

Most cops are power hungry cowards who will only enforce the law in a place, time and manner that suites them. This is why Hard drugs such as Cocaine methamphetamine and heroin are 10 times more easy to obtain than Marijuana. Marijuana dealers and users are profiled as being pacifist and sheepishly cooperative, and rarely carry weapons while hard drug dealer are violent and often armed. The cops find it easier and safer to bust otherwise law abiding citizens for the petty offense of marijuana possession and or trafficking. Ask any Texas middle school kid what the easiest drug for them to obtain is and they will tell you it is "cheese" which is a mixture of Tylenol and Heroine. Yet an adult cannot find a bag of marijuana anywhere at any price. The cops cowardice is losing the war on crime.

The officers would gladly go in and police the areas that you are speaking of, but the orders not to, come from higher up, not necessarily the police.

They cannot. But traditionally the one's that aren't afraid of the area are as bad as the criminals themselves. Tough areas have tough police forces.
