first off... you have to ask your best friend if they would mind - because you wouldn't want someone to come between your friendship... Does your best friend have feelings for this person? if not then there shouldn't be any problem with it... but if they do then you have to back off... because you wouldn't want your best friend to date someone she knew you had feelings for right? if your friend says it's ok start talking to the person you care for and take it slow... do they care for you back? if they do then take it to the next level... :)
if you're asking this question because you and the person like each other... and your friend doesn't know yet because you think (or know) that she has feelings for him too, then you need to let your best friend in on the situation and let the chips fall into place.. honesty is key. good luck

Ethically it's a grey area, but it may upset your friend-- could you be bothered with that? Aren't there lots more bucks out there?
Just be nice to some guy and say, 'how's about we go to the pictures?' or where ever.
