I believe it. Many breeds carry a recessive long coat. I have a long haired basset hound, she is from a long line of top-winning champions.
I've seen long-haired German Shepherds, Welsh Corgis, and a Chesapeake Bay Retriever. I've also heard of it in Rottwielers, Beagles, Whippets, Weimaraners and other breeds.
Edit - MJ, I wasn't sure about the whippets, I thought there was still some debate over those?
At any rate, the recessive long coats have been in my breed for a long time, even the best bloodlines have them pop up every now and then. Even if the story about Queen Alexandra's Clumber getting it on with her Basset is true, it's long enough ago that these are now purebred bassets. And considering the number of breeds that seem to carry recessive long coats I tend to think the story is apocryphal anyway.
I've had more than one handler tell me I should strip mine out and show her, as she would finish easily.

Just FYI, the 'long haired Whippet' is aWhippet X Sheltie (read up on the Walter Wheeler debacle). Whippets do not carry a gene for long hair, although they did at one time come in a wire haired variety which sadly died out some decades ago.

They only debate is from the scattered few still believing in WW. MOST of those have left his 'camp' and have been working hard at creating the Silken Windhound. I have no problem with the creation of a medium sized, coated Sighthound, so long as they are honest about it. The Silken people have been, they have no delusions about the source of WW's stock. The Silkens have even been used in a study about Sheltie/ Collie eye anomaly, NOT found in Whippets or Borzoi, which further proves WW's use of Shelties in the original LHW stock.

I prefer hair that will is shoulder length or longer, And since that men who like females are more often then not directly, they like long hair because that looks more feminine, as most men have short hair.

The occasional MAJOR/DISQUALIFYING *****FAULT**** does NOT make it "correct"!
REPUTABLE breeders CULL that sort of crap.
