This depends on the situation. Is she your mother, girlfriends mother, mother-in-law, or what? Either way, you can't force someone to communicate with you if they have problems expressing their emotions. She will talk when she is ready. Be open and honest with her and most likely, she will learn to trust you by your open-ness and honesty, and will therefore open up to you as well.
