Huntington Beach has a very young and lively surf community, with a good break year 'round. The south bay of LA, including Hermosa, Redondo and Manhattan, is the "happening" place now for nightlife, and there are plenty of good surf spots in the area. Malibu has a great Summer swell and really expensive housing, but very close to all of Los Angeles. Rincon and the Ventura/Santa Barbara area is quiet and laid back, expensive with average breaks year round (except Rincon which is good) To the north are the cold water high winter surf breaks like Santa Cruz and Mavericks, but you will need a full wet suit year round and some real skills to face some of the biggest, fastest breaks in the world at Mavericks.
So all in all, I would say the O.C., where Huntington, Newport and Laguna beaches will offer you the best lifestyle, the most consistent waves, the best people and the most affordability.

The real Surf City is Santa Cruz. You'll need a wet suit anytime of the year, but the vibe is very laid back and casual - not as commercial and overrun as the "other" surf city (Huntington Beach) or as polluted as Newport. The entire city of Santa Cruz lives a unique cross of surfer/hippy life. O'Neill (inventer of the wet suit) still lives here in town and we've got some of the very best waves in the world.

definitely Malibu...at least for people in Los Angeles. It's one of the most famous beach communities in L.A. (celebrities like Mel Gibson, Britney Spears, Martin Sheen, Barbara Streisand, and a lot of others live in Malibu).
