Actually it is not an requirement at all. People started it couple of years ago. All US embassy wants is you have sufficient ties with India or not. Their concerns is you should not go and stay permanently in the US.

Your current property list is one of the such document you can provide. If you have all the supporting documents it need not be on Stamp paper.
People put it on the stamp paper because Affidavit is like sworn in. If you have the proofs a covering letter with the listing of the property is sufficient

The visa application can be obtained from the US embassy like any other nation. I have never heard about any affidavit and the terms and conditions you should agree and sign supercedes any affidavit imaginable. Follow the instructions and don't imagine or listen to others.

I doubt, they will insist for stamp paper. Because for, stamp paper, bought in India, revenue goes to Indian Government. Why don't call them and ask? May be they have any form.
