The local shelter where you live. They'll charge you an adoption fee, that will be dependant on the shelter.

If you are having difficulties covering even the basic cost of a puppy, you should consider whether this is the best time in your life to get a dog. Not only do you have to pay for the purchase price, but you will also have to pay for good quality food, vet bills, and other random expenses that always find a way of surfacing at the most inconvenient moments.
That said, dog ownership is certianlly not only for the rich! As long as you can afford to shelter your pup, feed it good quality food (minimum $40-50 per 33lb bag), and have a way to pay for an unexpected vet bill, there's no financial reason you shouldn't get a puppy.
If you want a puppy immediately, and are unable to wait, you will probably only end up supporting an irresponsible backyard breeder
or a puppy mill. Dog's are not commodities and are no something you can just place and order for and expect top be ready and waiting the next day.
If you want a purebred, search breed rescues in your area, and make sure you put your name on a wait list. It may take a while, but something will eventually turn up for you.
If you are willing to consider giving a mutt a home (and sometimes purebreds too!) check all of your local shelters, humane socities, and pounds. Again, talk to the organizers, and get your name on a wait list. There is a good chance you'll have to wait for a bit (although not necessarily), but it will be worth it when you bring home your wriggling bundle of joy, and you'll feel great knowing you saved your new pals from a terrible fate and gave him a second chance at life.

Since you already own 2 dogs (information from previous asked question), do you really want to get another, especially a puppy? Just keep in mind it's a lot of work, made even moreso when there's more than 1 dogs...3 is 3 x the work.

If you are looking for a dog as a Xmas gift, then please wait and let the person for whom you are getting the gift help make the choice. Too many people get pets this time of year as gifts and they end up back in shelters, etc. cause the person does not want, can not care for or got something totally unexpected.

Look in the news paper or penny pincher. I got my dog for $20, mind ya he was a mutt. You could try terrificpets.com or puppyfinder.com sometimes you can find a cheaper dog on there and they just might be in driving distance.
