The beginning of knowledge is the realization that you don't know something.
The end of knowledge is the false reality that there is nothing left to learn.
Knowledge is the culmination of facts and how to use them as well as the abstract and how it interacts with reality.

The more people share knowledge, the weaker those in power become. Society becomes more equal, and less hierarchical. Power has to come from "respect" rather than keeping society in ignorance of the facts.
A leader who cannot control what knowledge a population has, needs to use the populations respect for his/her principles and integrity to lead rather than by feeding selective biased information and withholding knowledge of the truth.
