If the dog goes longer than 14 months or so, then a problem might be indicated, and the dog should be examined by a veterinarian.
A season cycle or heat cycle usually lasts 21 days. The difficulty is that you might not realize the cycle has started because the amount of blood, at first, might go unnoticed. Many dogs will have their season at regular intervals, like every six months or every 8 months.

A female goes into heat about twice a year. They may skip a heat cycle occasionally, but will seldom have an extra one. The cycle lasts 21 days. Small breed dogs at about 6 months and medium breed dogs at 8 or 9 months

Heat sysles vary in dogs and some only go into heat about every nine months or so. It could be normal for your dog.
I would have the vet look her over and make sure they do not see anything. I am not usre I would breed this dog as there could be problems that no one can see internally. I would sapy her for her own health.

Dogs can have silent heats that nobody besides a sneaky male dog will notice.
Please have your female spayed. It is better for her and you. Intact female dogs many times end up with a life threatening infection called pyometra which is very much an emergency. Breast cancer is another issue- the earlier your female is spayed the less her risk of developing mammary tumors.
If you cannot afford the surgery, please contact your local shelter and ask about low cost spay neuter programs in your area.

Most dogs come into season twice / year. Have your dog checked. There might be some problem hampering your dog's normal cycle. There might be no problem in the case of your dog ... maybe this is normal for her.
If you have her spayed, she won't have any such problems.
