my grandpa, beeing at my house for a visit, my parents not beeing home at the moment, had the right to disciplining me for something i did and he found out (phone call) with a belt spanking ?

Absolutley not. Grandfather or not, your parents are the only ones who are to dish out discipline in any form. At the most your Grandfather had the right to ground you or keep you in the house. His responsibility ends with discussing the incident with your parents and letting them choose the correct punishment.

You need to talk to your parents about this. Hopefully they will see it the same way. Grandpa stepped out of line on this one.

It sounds like you need to talk to your parents and your grandpa about this. You were punished for being in a fight ... logic would dictate that if you didn't fight, or do anything that appeared wrong; that you wouldn't get punished. So, be good.

Well, he could have waited for your parents to come home, unless he is watching you while they are out of town or something. But maybe your parents told him , that if you get out of line, to go ahead and do what he thinks he should. But Yeah, I think he should have waited for your parents to get home and do the disciplining

as long as its ok with the parents, then yes he does, he needs the parents permission first.
