What is optic nerve cupping?
The optic nerve carries impulses for sight from the retina in the eye to the brain. It is composed of millions of retinal nerve fibers that bundle together and exit to the brain through the optic disc located at the back of the eye. The optic disc has a center portion called the “cup” which is normally quite small in comparison to the entire optic disc.
In people with glaucoma damage, because of increased pressure in the eye and/or loss of blood flow to the optic nerve, these nerve fibers begin to die. This causes the cup to become larger in comparison to the optic disc, since the support structure is not there. It relates to the appearance of the Optic Disc. This is the point that the nerves in the retina converge to form the optic nerve. (The optic disc is responsible for your 'blind spot', because the nerves are too close together to leave room for any light receptors). The optic disc is said to 'cup' when it protrudes compared to the rest of the retina. This can be a sign of raised intra cranial pressure amongst other things. It is one of the things to look for in patients with high blood pressure for example.

Not sure, but if it relates to the Bates method of visual eye improvement, he suggested that the hands should be cupped when placed over the eyes in order to induce relaxation of the eyes, especially within. Otherwise, I haven't a clue.
