take things slowly, talk, get to know her, give it some time, let her get to know you, after a while when she feels comfortable around you, SLOWLY ease on the subject, tell her what made you interested, if she feels uneasy, give her some time and space, let her get the pressure off. the rest will fall into place slowly, good luck!

If you are 25 or so and she is also about that age then.
Start by saying hello, and see where it leads to go slow, but smoothly, do not engage in such venture if you cannot support it on you own.
If younger stay the course, Study, hard develop a carrier.
By all means have some fun but there is time for everything and this is not the time for romance so cool it.

Are you not having any other business except looking at the girl opposite to your house, seeing her often and liking to talk to her, say "love you" etc... ?
Dont waste your time in such silly matters. Think of your future - otherwise anyone day you will regret for the time you had lost in this manner.
