It also depends on what type of accommodation you and your neighbours live in. If it's a council-run then simple, report her to the council and then they'll get onto her case. If she's speaking broken English, there's a chance that she's from a type of country that is quite poor. Again, it is simple, just scare her that they'll be evicted. If you own your home and your neighbours own theirs too, then I think the only thing you can do, is keep a diary of events that happen (when, what, for how long, what time etc.) and show it to the police or the local authority. You have the Noise and Nuisance Act (1989 or thereabouts) or the Clean Neighbourhoods Act 2005 where noise & nuisance is also included. Just like if your house alarm went off at 4 am in the morning the local authority have the rights to break into your house and and engineer to switch it off. Then they would send in the bill for all this to you. So don't despair!

You're not being fussy - anyone would go nuts loosing sleep like that! It's against the law (in the UK) to make excessive noise between 11pm and I think 8am. This is why ambulances etc. don't sound their sirens at night and only use lights. The easiest thing you could do is to phone the police - don't call 999 as it's not an emergency! Look up the phone no. for a local police station in the phone book. They'd go round and ask them to turn the music down. Hopefully a couple of visits will stop them making such a noise. If you don't want to involve the police, try talking to your local council - they should be able to take action but it is a long process.

Do you live in an apartment complex? If you do, ask management to intervene. I live in a complex, and there ARE rules about excessive noise in the early am (before 8), or evening (after 10 or 11), and this includes even things like doing laundry too early or too late because the noise of the machines can disturb people. Management can deal with it- they'll likely send her a letter - she very well may be breaking her lease.

You live in an apartment?? I think you did the right thing about going to her directly first. If that didn't work, go to the apartment manager and explain to them you're problem. They should be able to talk with her. Or find someone who can.
There are definitely rules about what time is too early to make noise. These hours can change depending on summer or winter hours. I think in a community or apartment setting people should be even more conscientious about that....and there should be something in the rental agreement. Good luck with that.

There isn't legislation to cover this particular sort of noise, sadly.
Noise nuisance is a subjective thing, and while we on here would all agree that 5am is unacceptably early to be making such a racket, the mother of the children might not agree.
Speaking to her - as you already have done - is the best way to try to resolve the issue. Perhaps you could try again, or find someone from her own community to help you get the message across.
Noise nuisance comes under your local council's remit, but I suspect they would not get involved in this situation, at least not at this stage.

Why are they getting up at 5 a.m.? That seems too early. They must start work early or something because I can't believe kids waking up at 5 a.m. You should ask her politely to try to keep the noise level down in the morning and what you said makes sense. Unfortunately, it's a difficult situation because kids are difficult to manage. But I don't see why they couldn't play in a different room or something. Your best solution is to move to a quieter apartment with no neighbors, I'm afraid.

You're not being fussy. 5am is ridiculous. It's a simple case of being considerate but your neighbour might not be aware of how much noise you can hear - particularly if she didn't understand you.
Phone your local council's noise abatement department. They will log the call and send you useful information about how to talk to your neighbours diplomatically and how they can help if the noise continues.

I don't know which country you live in, but in the UK the local councils have noise control departments. You phone a hotline and they get someone to come out and monitor the noise levels. If your neighbours exceed the threshold then the council will contact the neighbour (you remain anonymous) and ask them to reduce the noise levels. If they don't comply then they can take action against them.

they're noisy and that i'm beginning to imagine this is because they're thoughtless clods. The residence manager has even spoken to them some situations and they nonetheless blast their music at a million and 2:00 interior the morning. They comprehend that my wall is sweet next to the only the position they have their stereo, yet does that stop them? NO! and by no skill in elementary words that, their cats are pains interior the *** too. they're a kinfolk finished of stupid human beings and stupid pets.

Ask them to be more considerate, perhaps by writing a short (polite) note explaining you concerns & if that doesn't work, then speak to someone in the local council about this...
Personally, I would feel like making noise against their wall at about 2 or 3 am in the morning & see how they liked it...but I wouldn’t recommend it.
