I'm not sure what to do with the windows, but in my opinion, keep him an indoor cat. Indoor cats live longer: they don't have to worry about getting hit by a car, mauled by a wild animal, being hurt in fights with other cats. They won't get fleas or ticks and you can cut his nails and not have to worry about him not being able to fend for himself. (Cut nails...not declaw!) You may want to get him something to climb on. I think they're hideous and scream "cat weirdo!" but one of those scratching post jungle gyms might help him. He may be climbing in the windows not to get out, but to be high up. Cats like to be king of the hill and as high as possible.

Cats are made for the outdoors, they need to chew on grass, hunt, have the sun on their backs and experience nature. Some cats show little interest in going outdoors and if this is the case so be it, biut to have a cat that is actively trying to escape says that the animal wants to go out. To deny the animal the chance to do this is cruel. Most people wait until their cats are about a year old before they let them out. And when you do let him out for the first time watch him and leave the door open for him to run in when he wants to. Most cats will wander but come back (especially unspayed males) they are ready to be spayed about 6 mths) So have him doen before you let him out and he wont wander far. Until then you will just have to keep the windows closed, it's just something all cat owners have to do, it's not forever.

First If You Can Put Screens Up Try That If Not You Can Try going to a Pet Store or even look on line for a cage that lets you have the your cat sit out side and get fresh air I know that is what I bought For My Cats And They Love It They Sit In For Hours

It is unlikely that he'll run away.
Let him out for a little while before his dinner time when he is hungry. That way he'll soon turn up again.
Make sure he is neutered soon so that he doesn't get the urge to roam.
As the days and weeks go by you'll see that he is safe and comes back and you won't be so worried.
He needs to learn to be sensible outdoors when he is young little by little. As you are on the ground floor you don't need to worry about him getting in and out and so you should just relax and open those windows!

Some cats are quite happy to be an 'indoor cats' but others are not. If they want to go outside they will find a way, cats are independent animals and you will find it quite a challenge to keep it inside if that's not what it wants.

You can actually get cat collars & leads, I know it sounds daft but it could satisfy your cat's urge to be in the great outdoors whilst giving you peice of mind that they are safe.

Well I reckon it's because he can smell a female cat that is in heat....
I think it 's unfair on him if he wants to go out and ur not letting him, so if he's not neutered, why not try that and start letting him out gradually on a lead first so he gets used to his surroundings then after a while start letting him out on his own.
But is best if he gets neutered first cos it will stop him from fighting and getting infections..x

You don't have screens on your windows?

You need to have your cat neutered. He's a male and when he smells a female in cycle he is going to do everything and anything to get to her. Plus he will start spraying urine in the house and trust me, you DO NOT want that to happen even once.

Try taking him out on a lead. You might get strange looks but you can always make up an excuse like he thinks he is a dog maybe that will cure his wander lust but maybe what he needs a laydeeeee cat!!! Have you had his bits annihilated yet?

the only option is to place plastic trellis in the gap when the window is open allowing the air in but stopping the cat getting out, good luck

If he is not de-sexed this may be the problem. cats love to be entertained, they dont like to be bored, could you perhaps train him to a harness and walk him if he cant go out alone, he must be sick of the same four walls.
