Don't tell her just yet, but do things that let her know you care.
Invite her out to places to start with - not "dates" as such, but just seeing if she'd like to go along and hang out.
This way you can learn pretty quickly if the feelings are mutual. After you've hung out for a while, you'll know when then time is right to say how you feel about her, and the words will just come to you. Thats when you can just tell her. After all, you don't want to appear like a freak.

Relationships should be based in honesty. Communicating honestly with her now will help you develop a relationship of honesty and trust.
Just because you're being honest, though, doesn't mean that you should scare her, either. Make sure she knows that you respect HER feelings as well, that you aren't going to pressure her into anything, and that you want what is best for her.

If both of you are old enough and mature enough, and can support the relationship on your own, then start talking to her more get quality time alone in the public places away from friends or relative see her reaction to it.

Its always best to be open and up front !but if you are not in a mood to handle it this way you can tell a friend or write to her ,And yes if you like her why not let her know that you do ,tell one of her friends .wish you luck
