The insurance companies will sort that out. Merely being cited, or not being cited, does NOT play significantly into the decision. If you were cited for something completely unrelated to the actual accident it would have no impact at all. Many accidents are shared responsibility and fault will be assigned as appropriate.

Many people falsely believe the ticket is the end-all be-all of who is at fault in the accident.
In reality, when an adjuster at a car insurance company gets a claim they do a through investigation into whos fault the accident was. That includes but is not limited to recorded statements, police report, scene investigation, speaking to witnesses, etc.
This, and not who was ticketed, determines fault in an accident.

As I've said, and Cowboy Bill has also said before, who gets a ticket doesn't determine liability for an accident. Liability has to do with who owed a duty to whom and if that duty was breached. In that case, the person who breached the duty is at fault, and it doesn't matter if that person got a ticket. I believe I have shown more patience with your question than others.

Being ticketed has nothing to do with the accident. When it is turned into the insurance companies the adjusters will make the determination who is at fault

The adjusters will investigate and determine who they believe to be most at fault, and then who will pay the claim. Just because there was no ticket doesn't mean no one was at fault.
