start / control panel / network connections

right click your network connection you wish to see the internet symbol for, click properties. Tick the box 'notify me when connected to the internet' . click ok.

simply drag your IE icon from your desktop to the taskbar. but before you do that, ensure that your taskbar is not locked. =) how to checked if your taskbar is locked, simply right click on the taskbar ensure that locked the taskbar is not checked.
