You can call 911 but you really need to use some sense in this. If a "slick top" pulls you over and they have a thousand flashing lights, and the guy getting out is in full uniform, I would say he's probably a cop. If it's dark out, not a heavily traveled road, a car pulls behind you and has a single flashing light, even two lights, I would put on the hazards, drive to a well lit area, and be calling 911 as you continue to drive. Even if someone is one the PA telling you to pull over, you will not get in any trouble by following this advice. Worst case scenario is they call a pursuit and a couple more cars show up. You may even get ordered out of the car at gunpoint initially, but this is highly unlikely.

Sounds rational to call 911 and continue driving to a well lit and (hopefully) populated area, such as 7-11, an all night diner, or if you're lucky, a fire station to help ensure your safety.
If the person in the car does pull you over and is in uniform, you can still ask for his badge number and ID while on the phone with 911 to verify his identity.
If a car chase ensues, then you may get more attention than you wanted, but your lawyer/attorney can probably argue for your personal safety before a magistrate/judge, especially in rural areas of S.C. (I used to live in Sumter so I know about dark and rural).
Worst case scenario, you may have an added charge of "fleeing arrest" to the original complaint, but, in a court of law, that particular charge could be dismissed due to the circumstances.
Still, if you feel the need to drive to a well lit, poputed area, maintain a slower speed than you were, use your emergency flashers to help indicate you acknowledge the "police" cars presence, and ensure you call 911 for your piece of mind.
Also, if you think you'll be traveling alone along any dark, rural roads or highways, tell a buddy via mobile phone so they have a date/time marker of when you were last in communication with him/her, and call him/her back when you're within a "safe" area.

Like the other answers, call 911 to verify, acknowledge the police car's presence by flashers, etc, and drive to a well lit place. Use some common sense though. If you've driven a mile and now all the sudden three more police cars are behind you, you can bet it's for real.

Oprah says you can call 911. You can also call your local police department dispatch line. They can get the information for you.

i dont know about a number. but as a woman i suggest you keep your blinker on and don't stop until you reach a well lit, populated area. you can't be too careful. There are alot of wackos out there. And youre within your rights if you do that.
