divide the country into 3 provences operating under the union of Iraq. This way the 3 ethnic groups can have their way but also have their say in the government..

Technically, the best strategy is the one the administration is probably aiming for at this time--the attempt to set up a central government with enough power to stabilize the country with strong military and police forces. Somehow the various sectarian groups need to come together. However, this seems highly unlikely in the near or far-distant future. The sooner the administration recognizes that Iraq is indeed in a civil war as Kofi Annan stated just recently, the quicker the United States should remove its armed forces and allow the inevitable equilibrium to occur and accept the consequences.

Thats is a realy good question you have asked. I dont know the answer I am afraid but here are a to do list.
Break out the kurdish areas. They can handle themselves.
Make sure that anything works, like water and electrical and be very quick to fix anything that goes out.
Fight the soft war (with media and peoples minds) as well as the hard war.
Dont exlude anyone that worked with the previus goverment. They didnt have a choice. But of course exclude anyone who did crimes under that gouverment.
Sweep (with peacefull methods) the area and collect weopons and explosives.
Bring a lot of food and other gears in to the civil population. Bomb em with food if I had to. Hungry people are easier to upset.

Triple the number of troops we have there and kill everyone who has a gun that is not police or military. The technical aspects are quite a bit more detailed, but this stupid strategy we have now is no way to deal with a civil war caused by our take down of the worst dictator since Hitler. Military might and destroying the enemy is the only way to bring peace to this situation.

Seal off the Kurdish areas, then kill all other humans in Iraq, make it the Kurdish homeland and invite all kurds to come there. Turkey will be gald to get rid of them, plus we will have a friend to sell us the oil. I bet they would even allow us a few bases to keep Iran and Syria in check.

let the saudi's handle iraq? maybe if another arab country goes in and we leave, they will stop blowing themselves up. it might not get better but i dont think it would get worse if that were to happen.
