Buy a kit and built it. You can buy plans only.
Make sure you can get it out of the shop, lots of shop can have enough room to build a plane but cannot get it out, have to dismantle it. Plan on some rework out side the shop. Other problems are transporting, under pass and, over head wires.
Please start with model plans, then flying radio-wireless thing, then gliders and then the plain.
Unless you are use to building lots of other stuff.

If you're talking paper airplanes- try Origami. If you're serious about building your own airplane, start reading from the Experimental Aircraft Association. http://www.eaa.org/
Take flight lessons from a reputable flight school and Certified Flight Instructor before even attempting an ultralight or power parachute.
