Popes can say whatever they want, they frequently mess with supposed doctrine. Examples include the order to eradicate the Knights Templar or instigate the Inquisition, both break the thou shalt not kill commandment his religion tries to enforce.

Firstly, the concept of "limbo" is unofficial Catholic doctrine, added in the 13th Century. It was not approved or endorsed by the Pope at that time, nor (as far as I know) was it ever approved by any Pope thereafter. Approval by a Pope is absolutely necessary in order for any teaching to become official doctrine.
Secondly, limbo is different than pergatory, which IS a Pope-approved Catholic doctrine.
The current Pope has been asked to review the unofficial doctrine of limbo and answer a question for believers: where do the souls of unbaptized babies and unbaptized mentally challenged people (both of whom are unable to make a profession of faith) go? The Pope's answer was expected at the end of 2006, but the decision has been placed into ... well ... limbo.

A man his age has nowhere near the flexibility to get himself under the limbo pole without falling over. Probably he's just too embarrassed to admit that so he's forbidden people from dancing the Limbo.
I understand the Lambada is all the rage in the halls of the Vatican these days.

Jesus said, "Go into all the world and preach the gospel to the whole creation. He who believes and is baptized will be saved." (Mark 16:15-16)
For centuries, people have wondered about children who died before they were baptized.
Limbo was suggested as the place where unbaptized babies went when they died. This idea was never official Church doctrine and has be rejected.
The Church now says that it is not sure what happens to unbaptized babies when they die but she entrusts them to the mercy of God.
