i.e.should it be before or after the work-out?or just in the morning when one wakes up n is done with visiting the toilet etc?

Wake up. Go pee. Strip off those clothes and jump on that scale! Ok, so you should probably just step on it nicely...anyway, yes first thing in the morning.
And its also recommended you weigh yourself only once a week because your weight can go up & down day to day due to many factors such as water retention.
So, in order to get an accurate picture as to your weight loss or gain you shouldn't weigh every day.

First thing in the morning after your bathroom visit. That way you have a consistent reading...empty stomach, etc. It will also vary depending if you have eaten after 8 the night before. However the most important thing is to weigh yourself the same time of day (because that supposedly gives you the most "consistent' reading...but THAT really depends on how hectic your days are and it you have a regimented...regular day (each day being the same in general)...That is why the morning seems the best...because, generally it IS a consistent time. They also recommend that you only weigh yourself once a week.. (but for some people...like me....that is torture..lol)...good luck

When the scale is broken and it says I weigh less. Thats the best time for me!
Seriously, I do it in the mornings when I first wake up and shower but before I eat breakfast.

It doesn't matter as long as you do it at around the same time every day and not more than once a week. Also bear in mind it is normal for your weight to fluctuate not only according to the time of day but the day of the month and the time of the year. Rather than aim for a particular weight have a weight range of around 2 kilos (5lbs) that you stay within.

to know the exact weigh you should average the weight, like take three readings in the day, when you are empty stomach, then with full clothes and some food in your tummy, and last when you full stomach.

also prson differs according to the days of the month, like female weight more during ovulation,then more before period and less after periods.
