my guess is it means the china precentege of increase between 2004 and 2030 is the bigger then the us and is the biggest world's emitter before 2010.

Sorry i dont really know ,but i think iam close.

hint for any one answering i think overtaking has some thing to do with more then or biggest , or something like this
