Saliva is made just for that! It contains an enzyme called amylase that breaks down carbohydrates. Proof? This is how candy melts in your mouth :)

I guess it depends. If it's your own saliva. Then no. If it's someone else's saliva, then maybe. Maybe depending on whether or not they are ill, or have something nasty mixed in their saliva, like garbage.
