No. while the trucks are identical except for the grills there are a lot of smaller things that prevent this. The first being the 4X4 transmission. the 360 is an FE motor and uses a different transmission bolt pattern than the 400. the 351M/400 uses the SAME bolt pattern as the 429/460 though (exception is an Australian produced 1983 400 that uses the small block pattern of the 302/351W) Despite using the big block bolt pattern the 400 is technically a small block. Ford determines BB/SB based on cylinder bore/spacing. Second is the motor mounts. while motor mounts are easy to switch around, the towers that protrude from the frame are different requiring custom motor mounts, they DO make custom mounts for the 460 but I've never seen them for the FE. stock to stock the 400 is a better engine than the 360, I'm assuming that you are wanting to do this swap since your 400 has kerplunked. The 400 (DON"T EVER call it a 400M--Ford never did, neither should you) can be a fairly potent motor with a little massaging. Remember Ford built the 400 based off the 351C. In 1971 Upon introduction they even introduced it as the 400C it had 9:1 compression and a healthy cam in it, unfortunately it was still just a 2BBL. Not until the did away with the 351C in 74 did the M ever come into play and that was only because they "M"odified it to a 351CI motor to keep up with demand for engines in the 350CI range as the 351W simply couldn't keep up on its own. almost all 400's are plagues by crappy smogging equipment and are extremely choked up. I would recommend rebuilding the 400, Remember Any and all parts for a 351C will work with a 400, that means 2V Aussie heads or 4V Quench heads (not a good choice) You can even use any of the current heads made for the 302/351 if you feel like doing a small amount of fabrication making spacing plates to fit an intake, using late model heads/intake will allow for fuel injection as well.

360 and 400 are 2 different families and the bolt patterns are different. You will have to get the 4 speed bell housing for the 360 and possibly have to fabricate motor moounts.

just need the FE bell-housing the thin plate & starter, motor mounts.
