linoleum has been well bonded for in excess of 20 years. Will be replaced with carpet which cannot be laid over the top.

Unfortunitly I don’t think you can without ruin the wooden floorboards the adhesive which is used to lay vinyl flooring is extremely strong and leaves residue which can not be lifted . You going to have to lay on top of it - or screed and start over again

heat gun should do the trick. heat and scrape. may me time consuming and a patient exercises but keep persevering. I had to do this of recent with 40+ yrs worth of caked on glue but on a wall. renovations are the last thing I do in a hurry, but its worth it when you see the end result.

rent a tile remover from your local tool rental store. get the heay one

it has to be peeled & scraped.
once you have the majority of it off, you can sand the floor to remove the remaining residue.

lay the carpet on top. yes it can be and it will work
