Do NOT remove the old flooring, it may have asbestos. Either go over with carpet direct or put down a 3/8 plywood subfloor.
If you still want to remove, have it tested for asbestos first. It will be VERY VERY hard to do. Scrape it by hand. It will take hours, may be days.

Listen, this is a little tricky. Go buy or rent a heavy duty ice scraper-flooring scraper. Take a heater and warm the room to 90 degrees for 3 hours, and then begin to lift a portion first by hand and then use the scraper to continue,I suggest that the pole scraper is not more than 6inches wide ,this is to insure enough force on the blade,so you can progress in removing a stubbornly glued flooring.Try to maintain the heat in room at 90 untill you are finished. If the room is not contained with doors, try taping plastic to the door frames or oppenings.Good luck! bricyns

Who told you it couldn't be laid on top? What is supposed to happen? Will you be fined, fired, or horse whipped? Sure you can put it over it. Two ways, if the carpet is the glue down type, you need to score the surface so the adhesive will stick. If it is held in place by carpet tack strips, it won't matter.

It depends on the type of glue used, but there are a couple solvents that you can check. Mineral spirits (paint thinner) dissolves a lot of adhesives, and so does denatured alcohol. Just remember you are soaking dry wood with highly flammable solvents. You got a fire waiting to happen. Perhaps a layer of underlayment under your carpet would be safer
