Psubscript"h" - is the static pressure between the level of the highest design point on the floor concerned and the level of the highest design point in the top storey.

Does anybody can help me to define what do we mean by
i. highest design point on the floor and
ii. highest design point in the top storey.

Is kind of confusing.

Does LPF stand for Licensed Professional Counselors?

If so, it is likely that the highest design point on the floor is the elevation of the highest sprinkler orifice on that floor. The highest design point in the top storey would be the elevation of the highest sprinkler on the top floor. P subscript "h" would be the pressure difference between these two points. I suspect the relevance is related to pressure zoning in high rise buildings.
