yes and yes...

besides what is an airflight without plucking your eyebrows and dabing on some intoxicating perfume...

Tweezers are not a problem. Perfume has to be 3 ounces or less. You have to put it in a 1 Qt clear zip lock baggie and place it on top of your items going through security.

keep your small bottle of perfume in a quart size zip lock baggie, and you should be all set. the tweezers are fine.
From the TSA"
Liquids, aerosols and gels must be in containers three ounces or less,
Items must be put in a one quart, clear plastic zip-top bag, and
Only one zip-top bag per passenger.

Twezzers are OK.

Perfume can be no more than 3 ounces. All liquids have this requirement for carry on bags. All liquids then have to be placed in a 1quart or smaller, zip lock clear bag.
