There is NO "free" site to do what you are asking

You can go to your local Motor Vehicle Department and, for a fee, they will provide you with the NAME of the current (or last) registered owner of the vehicle, but they WILL NOT give you their address.

No. But for $10-$15.00, you can get the insurance and registration information from the DMV for your state. Go to your state's website and look for the request forms for insurance and registration information. Copy your license and enclose it in with the form. There's usually a charge that ranges anywhere between $10-15. You enclose a check in that amount.

In 3-4 weeks, you'll have the information you are looking for.

It's not up to you to research the other person's driving record unless you don't have insurance. In that case, you shouldn't be driving a vehicle. Is there any state that does not require insurance before licensing a car? There are professionals who can access DMV records, but the programs require hefty fees to use, and you are worried about paying for an accident, so I don't figure you can cough up $3-400 to see if the guy you ran into has a bad driving record. Yeah, I'm pretty sure you are at fault because people who are not at fault are people who have insurance and let them handle it. You are looking for a way out. Driving is not a right, it is a privilege, and one way or another, you have to pay for privileges.
Buy a bike.
