This is during a pivitol time in Jewish history when God has determined that He wants to plant the Jewish people in Israel. He purifies them several times, with rebukes and death, and also He has to move others out so that they can have a place to be "planted." It goes to reason.

Before Achan even stole those articles, he knew the penalty for what he did, because they had the Law of Moses. If you read the story about Achan, he could not have walked off with all the stuff he did and someone not know it. So, other people had a knowledge that he had it, including his family. Achan's family was killed with him in order to remove any wicked character from spreading throughout Israel. Since his family was of his seed and spirit. God had him removed. Also, The Lord told Joshua that the articles which were of Jericho were devoted unto the Lord. In other words, they were to go into the treasury to build the ministry at that time. The people of Jericho already had a knowledge of God and the coming of Israel. If they had submitted unto the Lord they would have found mercy. Any people which submitted unto the Lord found mercy (example the Gibeonites). Rahab found mercy. In addition, yes not all plunder was devoted unto the Lord, but God let His people keep plunder as a reward for their labor.

Achan reflects a (primitive) viewpoint of society where the actions of 1 impact and infest all. In the wilderness as fugitives, they had to depend on the absolute integrity of each member. Much like a SEAL team. Imagine how much healthier our own communities could be if the man watching porn in one home realized what it was doing to the boyfriend of the girl in the house next door.
The different "destroy all" and "keep" messages reflect God's concern for FIRST FRUITS. Are we continually ready to offer God what is first? When we are/they were, then God lavished blessings on them in the form of plunder from other towns.

well you may have forgotten that all these other tribes and nations were connected and part of Gods people. also, you may have forgotten that these nations were burning live children and infants to the god molec. since these nations had their due warning, they refused to repent. among other gross deeds that these nations did that you are ignoring, they were warned and they were then dealt with after refusing to change their ways. Which is why the prostitute/liar, may have been given mercy in assisting Joshua, since the reputation of the nation of Israel was becoming known throughout the region.

ACHAN
(A´chan) [related through a play on words to Achar, meaning “Bringer of Ostracism (Trouble)”].
The son of Carmi of the household of Zabdi of the family of Zerah of the tribe of Judah; also called Achar.—1Ch 2:7.
When the Israelites crossed the Jordan, Jehovah explicitly commanded that the firstfruits of the conquest, the city of Jericho, “must become a thing devoted to destruction; . . . it belongs to Jehovah.” Its silver and gold were to be given to the treasury of Jehovah. (Jos 6:17, 19) Achan, however, upon finding a costly garment from Shinar and a 50-shekel gold bar (worth some $6,400) and 200 silver shekels ($440), secretly buried them beneath his tent. (Jos 7:21) Actually he had robbed God! Because of this violation of Jehovah’s explicit instructions, when the next city, Ai, was attacked Jehovah withheld his blessing, and Israel was put to flight. Who was guilty? No one confessed. All Israel was then put on trial. Tribe by tribe, then family by family of the tribe of Judah, and finally, man by man of the house of Zabdi, they passed before Jehovah until Achan “got to be picked.” (Jos 7:4-18) Only then did he admit his sin. Execution quickly followed. Achan, his family (who could hardly have been ignorant of what he had done), and his livestock were first stoned to death, and then burned with fire, together with all his possessions, in the Valley of Achor, meaning “Ostracism; Trouble.”—Jos 7:19-26.
