I have 2 female budgies that are not laying eggs in the nest box they are laying them on the ground. I have 5 nest boxes in the cage but this does not seem to matter. The bird do get in a nest box but do not lay in them. How do i fix this problem? 5 Eggs lost so far.

Sometimes other female budgies get jealous or territorial over a nesting box, and will 'throw' the other females eggs out. A good way to solve this is to put the female and the male partners in a smaller cage, and attach the breeding box to the cage, covering the door, keep them in the cage until the babies grow feathers and release with your other budgies.

Is there nesting material in the boxes? Or is whatever on the cage floor maybe nicer to lay eggs in? If you have a hen sitting on her eggs on the cage floor, distract her and stick her eggs in a nearby nestbox and see if she goes into the box.

maybe they dont like the nest boxes
just stick the eggs in the nest and see what they do
and if you have 2 females why do you care where they are laid there wont be any babies in them
