We have a niece that is stationed there and would like to send her some cookies or fruit cake for christmas but cannot find if the post office will accept these type items.

Yes you can, but remember they have a slow delivery time.
Cookies can get yucky, but they love them anyway. I sent my nephew a small fake Christmas tree last year & candy, books, & hacky sacks (12) for him to share. A real friend maker.

The United States armed forces cannot recieve cards to "any serviceman" this year due to fears of terrorism. Instead, the Pentagon has set up a secure email system that allows anyone to send a message to "any serviceman." Just pick the branch of the service, type your message and click send.
